| Minerals Core Strategy The Core Strategy of the Minerals Development Framework will set out the spatial vision, spatial objectives and policies, as well as setting out a monitoring and implementation framework for minerals development for a 15 year plan period. It also provides the framework for minerals development control. The Core Strategy will be a Development Plan Document and has to be in conformity with the Regional Spatial Strategy for the West Midlands. Next Stage - Pre-Publication Draft Since the last stage of consultation, the Department for Communities and Local Government has written to Waste Planning Authorities, advising that waste strategies need to be produced as quickly as possible. As the Warwickshire Waste Development Framework is now a priority, it is unlikely that further consultation on the Minerals Development Framework will take place until the Waste Core Strategy has reached the Submission stage. This is unlikely to be before the summer of 2012. Further updates on future Minerals Core Strategy consultation will be provided within the coming months. | ||
Minerals Core Strategy - Revised Spatial Options Consultation The Minerals Development Framework Core Strategy - Revised Spatial Options consultation commenced on Thursday 19th February. The responses to the representations are available with the comments made.

Summary Paper and Request for Sites A Summary Paper (PDF - 4.3 MB) was published in July 2008 explaining how the Minerals Development Framework had progressed since the change to the Minerals and Waste Development Scheme following the completion of the Preferred Options in March 2007. This re-assessed the issues in the light of new policy guidance. This is summarised in a covering letter (PDF - 79 KB) dated 30th July 2008. Within this document we also requested that landowners and developers came forward with potential 'strategic' sites for consideration for allocation in the Minerals Development Framework. These are included in the Revised Spatial Options Document which was consulted on in between 19th February 2009 and 3rd April 2009. The deadline for sites to be put forward for consideration was October 31st 2008. A Site Allocation checklist (PDF - 70 KB) was completed for each site put forward. Any general comments about the Paper can be sent to us via post or email planningstrategy@warwickshire.gov.uk Details of the amended timetable are available in the Minerals and Waste Development Scheme.
Previous Stages of Consultation The preparation of the plan had been delayed following the Preferred Options stage for reasons that are set out below. To date the following stages have been completed:
Preliminary Stage A preliminary consultation has been completed, which asked what topics and issues are important to you. Between 20th February 2006 and 3rd April 2006 we asked you for your views, set up a Minerals Development Forum, held a Minerals Development Consultation Workshop and held seven roadshows.
Issues and Options Stage Issues and Options, the second stage of consultation, has been completed. You were asked for your views on the Minerals Core Strategy Issues and Options paper (PDF - 1.7 MB) The consultation ran for a six week period from 28th July until 8th September 2006. During this time we held a minerals forum to gain the views of stakeholders involved in the minerals industry, a minerals workshop for the public to have their say and held seven 'drop-in' sessions at libraries across the county. The responses (PDF - 1.6 MB) we received during the consultation period will be considered in the preparation of the Preferred Options and Proposals paper. Summary of responses (PDF - 251 KB)
Preferred Options Stage The six week consultation period for the Preferred Options paper ended on 14 March 2007. We asked for your views on the preferred options set out in the Minerals Core Strategy Preferred Options paper (PDF - 2.3 MB) The Questionnaire (PDF - 147 KB) is available to view. There was also an online questionnaire which allowed the questionnaire to be answered and submitted to us online. The completed questionnaires have been reviewed and the responses (PDF - 962 KB) have been used to help inform the next stage of the Minerals Core Strategy. Drop-in sessions (PDF - 24 KB) and information displays that were held at libraries across the county. A Minerals Public Consultation Workshop was held on Saturday 3rd March 2007.
Change of approach and return to Options stage Consultation on the Submission Draft paper was due to begin in June 2007. This was delayed, as we were required to produce a Strategic Flood Risk Assessment (SFRA) prior to submission. However, following revised National policy guidance, it was agreed with Government Office West Midlands that in order to deliver the strategy for Warwickshire it would be necessary to consider including 'strategic' sites in the Core Strategy, as well as consulting on spatial options for locating development. This was a major change in direction and therefore required more detailed evidence and site information to be in place before the Core Strategy was submitted for examination. The Summary Paper and Request for Sites document requested that landowners and developers came forward with potential 'strategic' sites for consideration as potential allocations in the Minerals Development Framework. These submissions were then included in the Revised Spatial Options document, consulted on between 19th February 2009 and 3rd April 2009.
