An Outline Business Case (OBC) for PFI Credits was developed to support the development of Project Transform. The OBC is a detailed document, which sets out the partners plans for the development of a new residual treatment facility, as well as demonstrating how they intend to increase levels of recycling and composting.
The OBC was submitted to Defra at the end of October 2008. It was assessed by representatives from Defra, WRAP and the Treasury and in May 2009 the Outline Business Case was approved and Project Transform was allocated £129.1 million of PFI Credits (Private Finance Initiative Credits).
