The Highway Agency under Volume 3 and 3A of the Manual of Contract Documents for Highway Works have published a series of Highway Construction Details applicable to motorways and trunk roads. It is recognised that not all these details are applicable to road works carried out on the County Highway Network and therefore the Highway Authority of the County Council has developed as series of details which are used when carrying out highway works within Warwickshire.
The details are used as the minimum standard on road works being carried out not only by the Highway Authority, but developers who have entered in to Section 38, 184 or 278 Agreements under the Highways Act 1980, in undertaking improvements on the County Highway Network. Developers will need to ensure estate roads are constructed to these details if the roads are to be successfully adopted by the Highway Authority on completion. It is normal that highway construction work carried out under a Section 278 Agreement will be undertaken directly by the Highway Authority using one of its approved contractors.
The details consist of two volumes, the first showing highway sections, edge of pavement details, highway drainage, fences, stile and gates, ducts and miscellaneous details. The second volume shows details of shared and segregated cycleway / footway facilities.

As well as the Highway Construction Details the Highway Authority also has its own County Surfacing and Structural Maintenance Policy - 2006. This document is used in conjunction with the highway details to define construction details and materials to be incorporated in to the works.
