Project Transform
Why? When? How?

Project Transform

When?

What have we done so far?
  • Agreed on a strategy for working together
  • Committed to the sub-regional waste framework
  • Decided to procure a waste treatment facility
  • Advertised the contract for a residual waste treatment facility
  • Identified suitable bidders (Prequalification)
  • Invited Outline Solutions from bidders
Where are we now?

Invitation to submit Outline Solutions (ISOS)
Spring 2010Six bidders have submitted eight outline proposals offering solutions for treating our residual waste (rubbish that is not suitable for recycling or composting).
Summer 2010The Project Transform team have been assessing these and marking them using the evaluation criteria agreed by each of the Partner Councils in December 2009.
Autumn 2010The next stage of procurement will take place when the bidders will be narrowed down again and will be asked to develop detailed solutions.

What happens next in our procurement?

Autumn 2010Invitation to submit detailed solutions (ISDS)The selected bidders go through to the Detailed Solutions Stage. The bidders will then start to develop and refine their solutions. These will again be marked using set criteria. At this stage we will also start to work through financial and contractual elements in more detail. This will take time – it is important we get the detail right to ensure that we get solutions that we are happy with and that are the best for the sub-region.
Winter 2011Call for Final TendersAfter detailed evaluations - final tenders will be submitted.
Winter 2011Selection of preferred bidderPreferred solution/bidder will be selected
