Minerals and Waste Development Scheme

The Minerals and Waste Development Scheme (MWDS) sets out when we will be producing new plans and policies over the next three years.


Current MWDS

Following advice from Government Office West Midlands (GO-WM) and Communities and Local Government over the summer perioed we have reviewed our process and approach. As a result a report was taken to Cabinet (PDF - 141 KB) on 15th November amending the MWDS again.

In detail, the Minerals and Waste Core Strategies need to be taken back to spatial options instead of moving to submmision as previously planned.

The revised MWDS (PDF - 304 KB) was brought into effect (PDF - 106 KB) on 11th December 2007.


Previous MWDS

The original MWDS (PDF - 349 KB) was formally submitted to the GO-WM on 24th March 2005. GO-WM advised the County Council in a letter dated 14th April 2005 (PDF - 43 KB), that the First Secretary of State does not intend to issue a direction under Section 15(4) of the Planning and Compulsory Purchase Act 2004. A report was taken to Cabinet on 26th May 2005, at which Members resolved to bring into effect the MWDS, which formally took effect from the 9th June 2005.

The Minerals and Waste Development Scheme (PDF - 349 KB) had previously been amended following approval by GO-WM and cabinet and had been brought into effect on 25th November 2005.


The Minerals and Waste Development Scheme (Word - 1.1 MB) had been amended a second time changing the programme for the Minerals Core Strategy. The amendments have been approved by GOWM (PDF - 43 KB) and brought into effect on the 28th November 2006.


A report was considered by Cabinet on the 22nd February 2007, amending the MWDS. However, as referred to in the Cabinet report, we were required to produce a Strategic Flood Risk Assessment (SFRA). The Environment Agency confirmed that this needs to be complete prior to the submission of the Core Strategies and as such the amended MWDS was not brought into effect. Submission was therefore delayed, as approved by Cabinet. Consultants were appointed to undertake the SFRA. The Level 1 assessment has now been completed.
