Youth and Community Service	The youth service has the personal development of young people aged 12-19 as its core purpose and offers support to providers of youth work around models of best practice. Participation is one of the 4 cornerstones of the principles of youth work. The others are Education, Empowerment and Equality of Opportunity. Within the Youth Service there are participation workers for each area who can support and guide organisations working with teenagers.
